لا للهدم في الحليصة
لن نسمح بتحويل أهالي الحليصة، مجدّدًا، إلى لاجئين في بلدهم!!

عشيّة عيد الأضحى، وصباح يوم العيد، وصل عشرات من رجال الشرطة إلى حيّ الحليصة، على خلفية أوامر هدم وإخلاء بيوت تسلّمها أهالي الحليصة بالبريد. وكان هدف الشرطة فحص المنطقة للتمهيد لتنفيد الهدم، بداية في شارع رزئيل 4، حيث استصدرت البلدية أوامر لهدم شرفات وأعمدة داعمة لبناية مؤلّفة من 3 طوابق!! ويجب التنويه أن أمر الهدم هذا هو جزء من مخطّط هدم وإجلاء يهدّد كافة أهالي الحي!!

لقد أعاد الأهالي، في رزئيل 4، بناء الشرفات تفاديًا لخطر انهيار المبنى، وبناءً على مطالبة بلدية حيفا نفسها. ولكن البلدية اليوم تريد هدم تلك الشرفات، ولا تخجل من التلويح بأن الهدم سوف يضرّ بالمبنى كلّه وبأنها سوف تطالب الأهالي بتكاليف الهدم وإصلاح الأضرار المتوقّعة للمبنى!! هذا المخطّط الهمجي يعرّض للخطر بناية تسكنها نحو عشر عائلات!!

تقدمت تلك العائلات بطلب ترخيص الشرفات، ولكن اللجنة المحلية للتنظيم والبناء رفضت طلبهم، لأن البلدية - ضمن مخطّط «جديد» للحي - تنوي توسيع الشوارع على حساب بيوت الناس والحدائق والساحات الصغيرة التي هي متنفّسهم الوحيد، في ظروف سكنهم الصعبة. وبطبيعة الحال، يعارض سكان الحي، بشدّة، ذلك المخطّط الجائر الذي لم يشهد أيّ حيّ في حيفا مثلاً له!!

وننوّه في هذا السياق أن البلدية في إصرارها على تنفيذ الهدم في رزئيل 4، تخالف نفسها، حيث أنها- في أعقاب حملة احتجاج جماهيريّ وتصدّي أهل الحي للهدم - وعدت ممثّلي الحي بإرجاء الهدم لحين إقرار الخريطة الهيكلية للحي.

ولكن، ما الذي غيّر موقف البلدية؟؟!! إنها صفقات يجريها مقاولون ومتموّلون للإستيلاء على بيوت وأراضٍ في الحي، وبلدية حيفا تبدأ اليوم بتنفيذ مخطّطهم، والهدم في رزئيل 4 هو بداية لعملية هدم وإخلاء وإجلاء ستتمّ لصالح أولئك المتموّلين والمتعاقدين معهم من (ممثّلي الجمهور!!!) في البلدية.

إن معظم أهالي الحليصة هم لاجئون هُجّروا من قراهم عام 1948، وفقدوا جرّاء ذلك، كلّ ما يملكون. ولكنّهم هُجّروا للمرة الثانية عام 1967، عندما هدمت بلدية حيفا «حارة البرّاكيات» في ما أصبح منطقة صناعية في شاطئ شيمن، وأجبرت السكان حينها على دفع تكاليف الهدم!. بعد ذلك لجأوا إلى السكن في مغاور وبيوت مهدّمة في وادي روشميا في الحليصة. ولن يسمح أيّ صاحب ضمير، اليوم في 2005، أن يتكرّر هذا الظلم للمرّة الثالثة.

أعضاء لجان الأحياء العربية في حيفا، ومعهم جميع الأحزاب والتنظيمات العربية، وبمشاركة التنظيمات المهتمّة بالتعايش على أساس الكرامة والمساواة للجميع عربًا ويهودًا - جميعًا ينتظمون لنضال جماهيري موسّع من أجل منع الهدم وحماية الناس من أنياب المتموّلين والمتعاقدين معهم من أصحاب الوظائف!!

ندعو جميع سكان حيفا والمنطقة، عربًا ويهودًا، للإنضمام إلينا في خيمة الإحتجاج المقامة في شارع رزئيل 4، ابتداءً من الثلاثاء 25/1/2005

לא להריסות בחליסה!

לא ניתן להפוך שוב את תושבי חליסה לפליטים בעירם!

בערב חג הקורבן הגיעו עשרות שוטרים לרח' רזיאל 4 בחליסה, במטרה לבצע צו הריסה הוציאה עיריית חיפה נגד מרפסות וכנגד עמודי התמיכה של בניין בן 3 קומות. הריסה מתוכננת זו היא קצה הקרחון של תכנית הרס ופינוי המאיימת על תושבי השכונה כולם!

המרפסות ברזיאל 4 נבנו מחדש עקב משפט שהגישה העירייה נגד התושבים בטענה שהמרפסות הישנות בבניין מסוכנות. עמודי התמיכה של הבניין נבנו עקב סכנה מוחשית ליציבות הבניין כולו. בדרישתם מהתושבים להרוס את "התוספות" לא התביישו נציגי העירייה לאיים כי במהלך ההרס יגרמו נזק לבניין כולו ואף יתבעו את התושבים על הוצאות ההריסה ועל הנזק הנוסף לבניין. תוכנית הרס ברוטאלית זו מעמידה בסכנה מוחשית בניין שבו כעשר משפחות.

התושבים ברזיאל 4 הגישו בקשה לאישור הבניה לוועדה המקומית, אולם זו דחתה את בקשתם, וזאת על פי "תכנית הבינוי" לחליסה, הקובעת כי יש להרחיב את הכבישים על ידי הרס חדרים, חצרות גינות ומרפסות בכל רחובות השכונה. התושבים מתנגדים בתקיפות לתכנית "חישוף" הרסנית זו שלא היה כדוגמתה בחיפה. התעקשות העירייה לבצע את ההריסה ברזיאל 4 סותרת את כל ההבטחות בדבר שינוי גישה לחליסה ומעמידה בסכנה מוחשית את כל בתי השכונה.

בחודש נובמבר, לאחר מחאה ציבורית רחבה נגד תכנית ההריסות, הבטיח ראש העירייה במפורש לנציגי הציבור הערבי בחיפה כי לא יבוצעו הריסות בחליסה עד להסכמה על תכנית הבינוי של השכונה. אולם כאן התערב גורם נוסף: בעקבות עסקאות מפוקפקות ואפלות מנסים גורמי נדל"ן להשתלט על אדמות בחליסה, לפנות עשרות משפחות מבתיהן ולהשאירן בחוסר כל. בעקבות פניית ה"יזמים" מפרה כעת העירייה את ההסכם המפורש שהיה לה עם נציגי הציבור הערבי, ומתנדבת להתחיל בהריסות ברזיאל 4 כחלק מתכנית הפינוי וההרס.

רוב תושבי חליסה הם פליטים שכפריהם נהרסו והם הפסידו את כל רכושם ב-1948. מה שידוע פחות לציבור החיפאי הוא שרוב תושבי חליסה נהיו פליטים פעם שנייה ב-1967, כאשר עיריית חיפה החריבה עד היסוד את שכונת הפחונים באזור התעשייה שמן. התושבים, שאף חויבו לשלם עבור ההריסות, עברו לגור במערות ובבתים הרוסים בוואדי רושמייה. לא נסכים שבשנת 2005 יהפכו תושבי חליסה לפליטים חסרי כל בפעם השלישית!

ועדי השכונות הערביות בחיפה, יחד עם כל המפלגות והארגונים החברתיים הערבים, ובשיתוף עם הגופים הציבוריים הפועלים לקידום החיים המשותפים של יהודים וערבים, מתארגנים למאבק ציבורי רחב למנוע את ההריסות.

יחסים שנוכל באמת להתגאות בהם רק כשיושתתו על שוויון אמיתי וכבוד הדדי!

No to the demolitions in Halisa
The residents of Halisa will not become refugees in their own city again!

sunburst graphic Last week, on the eve of the Muslim holiday of Eid Al-Adha dozens of policemen arrived at Raziel 4 Street in the neighborhood of Halisa in Haifa, with the intent of carrying out a demolition order by the municipality of Haifa and destroy the balconies and supporting columns of a three-story building. This planned demolition is the tip of an iceberg of a demolition and evacuation plan threatening all the neighborhoods' residents.

The balconies on Raziel 4 were rebuilt after the municipality sued the residents claiming that the old balconies were hazardous. The supporting columns of the building were built because of an imminent danger to the stability of the entire building. In demanding that the residents destroy these "additions", the municipality's officials were not ashamed to threaten that during the demolition they would damage the building and sue its residents for the cost of the demolition and for these damages. This brutal demolition plan is endangering a building in which ten families live.

The residents of the building on Raziel St. 4 have filed a request to the local planning and building committee to approve the building, but this request was rejected based upon a "building plan" for Halisa, which states that the roads would be widened by demolishing rooms, yards, and balconies in all streets of the neighborhood. The residents of the neighborhood fiercely oppose this destructive plan which is without precedent in Haifa. The municipality's insistence on performing the demolitions contradicts all the promises made about a change of approach towards Halisa, and places all the houses in the neighborhood in danger.

In November, following widespread public protest against the demolition plan, the mayor of Haifa made an explicit promise to delegates of the Arab public in Haifa that no demolitions would be performed in Halisa until agreement about the neighborhood building plan would be reached. But then another element intervened: following shady and suspicious business deals real estate sharks are trying to take hold of land in Halisa, evacuate dozens of families and leave them homeless. Following the request of these "entrepreneurs", the municipality of Haifa is now breaching the explicit agreement it had with the representatives of the Arab public, and volunteering to begin the demolitions on Raziel 4, as part of the evacuation and demolition plan.

Most residents of Halisa are refugees who lost all their property when their villages were destroyed in 1948. What is less well-known to the Haifa public is that most residents of Halisa were made refugees for a second time in 1967, when the municipality of Haifa completely demolished the shack neighborhood in the "Shemen" industrial area. The residents, who were also forced to pay for the demolitions, went to live in caves and destroyed homes in Wadi Rushmia. We shall not agree that in 2005 residents of Halisa will become refuges for the third time!

The neighborhood committees of the Arab neighborhoods in Haifa, together with all Arab political parties and social organizations, and with the public bodies working to promote the joint life of Jews and Arabs, are organizing for a widespread public struggle to prevent the demolitions.

We call on all residents of Haifa and the area, Arabs and Jews, to join us at the protest tent to be erected on Raziel 4 St. beginning Teusday, January 25.
