حيّ الحليصة في شرقي مدينة حيفا، هو الحي الأكثر فقرًا في المدينة.  معظم سكانه من العرب وأكثرهم مهجرون من قراهم التي هُدمَتْ في 1948.  وقد عانى الحيّ طيلة السنين من التمييز والإهمال في مجال خدمات البنية التحتية والاجتماعية.

 

مشكلة الخريطة الهيكلية في الحلّيصة

الخريطة الهيكلية الأخيرة أُعدت لحي الحليصة سنة 1933.  في 2001، وبحجة "ترميم الحي"، تقدمت بلدية حيفا بتخطيط للحي شمل مصادرات وهدم شرفات وساحات، وسلب الحدائق في معظم بيوت الحي، بهذا "التجريف" تصبح شوارع الحي ملاصقة لجدران البيوت – بحجة توسيع الشوارع، مع أنها معظم الشوارع ذات مسار واحد وتخدم سكان الحي فقط وحركة المرور فيها قليلة.  في الوقت الذي نرى في أحياء الأغنياء حدائق تفصل البيوت عن الشوارع، يريدون أن يسلبوا فقراء الحليصة المساحة القليلة حول بيوتهم والتي يستخدمونها لأمور معيشتهم اليومية (وليس فقط لجانبها الجمالي) نظرًا للكثافة السكانية وضيق مساحات البيوت.

لقد ناضل سكان الحي ونجحوا بتجميد خريطة 2001 في اللجنة اللوائية للتخطيط والبناء، حيث وعدت البلدية بإعادة النظر بالمخطط وتغييره بما يلائم حاجات سكان الحي.  ولكن خلافًا لذلك فقد استمرت بإصدار أوامر الهدم لبيوت الحي، وتحت ستار "الاعتبارات المهنية" تستمر بالتضييق على سكان الحليصة.

 

مخطط الهدم في شارع رازيئل 4

في شارع رازيئل 4 عشر عائلات تعيش في بناية من 3 طوابق بُنيت شنة 1946.  فقد تقدمت بلدية حيفا بدعوى قضائية مطالبة سكان البناية بترميم الشرفات الآيلة للسقوط.  ولكن عندما استجاب السكان وأعادوا بناء الشرفات قاضتهم البلدية بتهمة البناء غير المرخص، ورفضت مطالباتهم، من 2002، بترخيص الشرفات الجديدة، مستندة في رفضها إلى خريطة 2001 إياها، وفيها مخطط المصادرة والهدم من جهتي الشارع.  ونذكر أن هذه الخريطة تم تجميدها، فهي غير نافذة على الأقل حاليًا!!

الوضع حاليًا هو كما يلي:  بناءً على طلب البلدية أصدرت المحكمة أوامر هدم لتنفيذها في الأسبوع الأول من شهر كانون الأول 12/2004.

نكرر أنه في ظروف الكثافة السكانية في الحي، تشكل الشرفات مساحات حيوية لمعيشة السكان.

بما أن الهدم في رازيئل 4 هو بداية لمخطط "تجريف" شامل في الحي – فإنه يثير سخطًا كبيرًا لدى سكان الحليصة.

ضمن إعادة بناء الشرفات أقام السكان أعمدة لتدعيم وتقوية جدران البناية نظرًا لضعفها، ولكن البلدية تخطط أيضًا لهدم تلك الأعمدة وبهذا تعرض المبنى كلّه للسقوط.

أصدرت البلدية مكتوب، موجه للسكان، يهدّد هواة الهدم بأنه "لن يتم بأيد ناعمة" وأن السكان سيتحملون قضائيًا مسؤولية الأضرار التي ستلحق بالبناية!!!

 

نداء عاجل للاحتجاج ولمنع الهدم

في هذه الأيام، ينتظم سكان الحليصة للنضال الجماهيري الطارئ في وجه الهجمة التهديميّة، ويشاركهم في ذلك ممثلو الجماهير العربية في حيفا كلّها، على اختلاف أحزابهم وتنظيماتهم الاجتماعية.  كذلك انضمت حركة "تعايش" العربية – اليهودية.

بلغني، مع جزيل القلق والاستهجان، أن بلدية حيفا قد نوت هدم شرفات لمواطنين من حي الحليصة.

بهذا أضع أمامكم مطالبتي بالتراجع عن قراركم.  لا يخفي عليكم أن تنفيذ الهدم في هذه الأيام، هو مسّ خطير بالحيفاويين العرب، وبالعلاقات العربية اليهودية في حيفا.

דרשו מעיריית חיפה להימנע מהריסות בחליסה!

שכונת חליסה, הנמצאת במבואות המזרחיים של העיר חיפה, הינה השכונה הענייה ביותר בחיפה. מרבית תושבי השכונה הינם ערבים, רובם עקורים מכפריהם שנהרסו ב-1948. במשך שנים סבלה השכונה מאפליה והזנחה במישור הפיזי ובשירותים החברתיים כאחד.

בעיית "תכנית הבינוי" בחליסה

התכנית האחרונה שהוכנה לחליסה היא משנת 1933. בשנת 2001, בתואנה של "שיקום השכונה", הגישה עיריית חיפה "תכנית בינוי" לשכונה הכוללת הפקעה והריסה של מרפסות חצרות וגינות במרבית בתי השכונה. למרות שרחובות השכונה הינם רובם רחובות חד סטריים שאינם משמשים אלא את תושבי השכונה בלבד והתנועה בהם מועטה, משתמשים בתואנה של צורך בהרחבת הרחובות לבצע "חישוף" של השכונה ולהביא את הרחוב עד לקירות הבתים. בעוד שהשכונות המבוססות בחיפה מתהדרות בגינות ובעצים המקיפים את הבתים, רוצים לשלול מתושבי חליסה את כבשת הרש בצורת הפקעת מרחב המחיה הבסיסי שמסביב לבתים הקטנים והצפופים בלאו הכי.

תושבי השכונה נאבקו לשינוי תכנית זו והביאו להקפאתה בועדת התכנון המחוזית. הנהלת העירייה הבטיחה לשקול מחדש ולשנות את התכנית. עם זאת, בסתירה להצהרות על הרצון לצמצם פערים ולשפר את מצב האוכלוסייה הערבית בחיפה, נמשכת במסווה של "שיקולים מקצועיים" המדיניות המוכרת של התעמרות בתושבים.

ההריסה המתוכננת ברזיאל 4

ברח' רזיאל 4 נמצא בניין בן 3 קומות בו מתגוררות כעשר משפחות. בניין האבן הישן נבנה בשנת 1946, ועיריית חיפה הגישה תביעה משפטית כנגד התושבים בשל מצבן המעורער של המרפסות. כאשר בנו התושבים את המרפסות מחדש, הגישה העירייה תביעה כנגדם בשל בנייה בלתי חוקית. לבסוף, בשנת 2002, כאשר ביקשו התושבים רישיון למרפסות, סירבה העירייה לתת רישיון זה, בהסתמכה על תכנית הבינוי המוצעת (תכנית חסרת כל תוקף חוקי, לפחות בינתיים) הקובעת כי יש להפקיע ולהרוס משני צידי הרחובות.

כעת מתכננת העירייה להרוס את המרפסות  ברזיאל 4. ההריסה נקבעה לתקופה שבין הראשון לשביעי בדצמבר 2004. בתנאי צפיפות הדיור הקיימים בשכונה, המרפסות הן חלק חשוב וחיוני ממרחב המחיה של התושבים. כיוון שזו התחלתה של מדיניות הריסות המאיימת על השכונה כולה, מעוררת ההריסה המתוכננת התנגדות עזה בקרב תושבי השכונה כולה.

מעבר לכך, ברזיאל 4 נהרס חלק מהקיר המקורי של הבניין. הבניה החדשה כוללת עמודים התומכים בשלד המעורער של הבניין הישן. העירייה מתכננת להרוס גם עמודים אלו, ובכך מסכנת את יציבות המבנה. חובבי ההריסה בעירייה אף איימו במפורש על התושבים כי "ההריסה לא תעשה בעדינות" וכי התושבים עצמם יתבעו גם על הנזק שייגרם לבניין כולו!

קריאת חרום למנוע את ההריסות

תושבי חליסה מתארגנים למאבק ציבורי דחוף למנוע את ההריסה המתוכננת. נציגי הציבור הערבי בחיפה כולה, על כל המפלגות וההתארגנויות החברתיות,  משתתפים בדרישה ובמאבק. ארגון תעאיוש הערבי יהודי מצטרף גם הוא למאבק.

Demand Haifa municipality to avoid demolition in Halisa

 

The Halisa neighborhood, on the eastern entrance to Haifa, is the city's poorest neighborhood. The majority of its residents are Arab, most of whom were uprooted from their villages destroyed in 1948. For years the neighborhood has suffered neglect and discrimination both in terms of physical development and of social services.

The problem of the "building plan" in Halisa

The latest plan prepared for Halisa dates back to 1933. In 2001, under pretext of "renovation of the neighborhood", the Haifa municipality put forth a "building plan" for the neighborhood which includes confiscation and demolition of balconies, yards and gardens in most of the neighborhoods' buildings. In spite of the fact that the streets of the neighborhood are mostly one-way streets serving only the neighborhoods' residents, with a light traffic load, the pretext of a need to broaden the streets is used in order to plan widespread destruction and bring the streets up to the buildings' walls. While the well-off neighborhoods of Haifa enjoy yards and trees surrounding the houses, residents of Halisa are to be deprived of the little they have by way of confiscating the essential living space surrounding their small and crowded houses.

Residents of the neighborhood struggled to change this plan and have brought about its suspension at the regional planning committee. The municipality of Haifa has decided to reconsider and change the plan. However, despite the official pronouncements on the desire to narrow the gaps and improve the situation of the Arab residents of Haifa, the familiar policies of denial of the residents' rights and needs under guise of "professional considerations" has continued.

 

The planned demolition on Raziel 4

The building on Raziel 4 Street houses some ten families. This stone building was built in 1946, and the municipality of Haifa sued its residents due to the shabby state of its balconies. When the residents rebuilt these balconies, the municipality sued them for illegal building. Finally, in 2002, when the residents asked for a permit for these balconies, the municipality refused to grant this permit, this refusal being based on the proposed building plan (a plan that at the moment has no legal standing) which stipulates that confiscations and demolitions are to be made on both sides of the streets.

Now the Haifa municipality is planning to destroy the balconies on Raziel 4. The demolition has been scheduled for the period of December 1-7 2004. Under the current crowded living conditions in the neighborhood, these balconies are an essential part of the inhabitants' living space. Since it marks the beginning of a demolition policy threatening the whole neighborhood, the planned demolition is met with strong resistance among the entire population of the neighborhood.

Furthermore, On Raziel 4 part of the buildings' original wall has been destroyed. The new construction includes columns which are supporting the structure of the entire old building. The municipality is planning to destroy these columns too, and is thus endangering the stability of the building. Demolition-eager executives at the municipality have threatened the residents explicitly that "the demolition will not be performed gently" and that the buildings' residents would also be sued for the damage caused to the entire building!

 

A call to prevent the demolitions

Residents of Halisa are organizing for an urgent public struggle to prevent the planned demolition. Representatives of the Arab public in the whole of Haifa, including all parties and organizations, have joined this demand and struggle. The Arab-Jewish Partnership "Ta'ayush" is also joining this struggle.
